Dr. Khurram Ashfaq Qazi was born in Rawalpindi in a middle-class family. Father was technical teacher of Refrigeration and Air Conditioning Repairing and running an institute for educating needy and poor children free of cost. He has started schooling in 1992 from a normal private school and completed my Matric with distinction in 2003. He has completed F.Sc. again with distinction from F.G Sir Syed College The Mall Rawalpindi Cantt in 2005. In 2005 got admission in U.E.T Taxila in Software Engineering and passed out as graduate Engineer in 2009. In 2011, started as Lab Engineer in U.E.T Taxila on special seat. In 2013, completed M.Sc. Software Engineering.
He has completed his Ph.D. in 2018 from U.E.T Taxila, becoming 1st special person with such disability to complete Ph.D. in Pakistan.
In 2014, on basis of his research and IT services to public sector, Govt of Pakistan conferred him with Tamgha-e-Imtiaz. He is currently working as Director in Higher Education Commission.
